Ku-ring-gai Councillor Cedric Spencer facing criminal charges

The former mayor allegedly used a "mobile phone in such a way that reasonable persons would regard that use as being menacing, harassing or offensive”.

Last Friday morning, the North Shore Lorikeet went to Chatswood to seek an interview with Ku-ring-gai councillor and former mayor Dr Cedric Spencer, at the offices of his “boutique” law firm Cedric Spencer Lawyers.

We wanted to confirm that Councillor Spencer was the same Cedric Ricardo Spencer who had been charged by NSW Police, and was due to appear in Hornsby Court on October 15.

Spencer was unavailable. We then phoned his mobile and sent an email, but the councillor appeared to be in no mood to talk to the media.

Late on Friday afternoon Spencer responded to our email, asking the Lorikeet what it was in relation to. We responded that it was regarding a court matter scheduled for October 15, but did not hear back.

Meanwhile, the Office of Local Government would not confirm names, but told the Lorikeet it was “aware of charges brought against a Ku-Ring-Gai Councillor”, and was monitoring the situation.

The Lorikeet applied for access to the police indictment, and Hornsby court granted permission on Tuesday morning.

The documents show that Spencer was charged at Hornsby Police Station on August 29, 2025, with using “a carriage service namely mobile phone in such a way that reasonable persons would regard that use as being menacing, harassing or offensive contrary to subsection 474.17(1) of the criminal code”.

It is alleged the acts occurred between 4pm and 4:30pm on November 20, 2024 at Warrawee on the upper North Shore.

The police prosecutor is Detective Joshua Waters.

Cedric Spencer has served on Ku-ring-gai Council for eight years, after being elected to represent the Wahroonga Ward in 2017.

According to his law firm’s website: “Cedric holds impressive qualifications in both Law and Business. His extensive education has provided him with a strong foundation to excel in his profession.“
